Bidding & Proposals Policy
[!NOTE] Historical Context: This document reflects the competitive bidding policy adopted by the Board based on the staff report dated December 1, 1997.
1. Introduction
A. Bidding falls into two categories: the award of concessions (e.g., beverage, merchandise, Pride Guide, etc.) and the supply of equipment and services. B. As a community organization managing a public celebration, a fair, transparent, and competitive bid process is vital. Public awareness should be heightened by actively engaging the LGBTQ+ business community.
2. Equipment and Services
Wherever possible, all equipment and services must go out to competitive bid at regular intervals. Unless the Board decides otherwise, no equipment or service contract shall extend beyond a single Parade production cycle. Contracts are awarded by the Board within established budget parameters.
3. Concessions
A. General
Concessions confer upon the recipient the right to commercially operate a retail or publishing opportunity.
B. Renewal Cycles
Concessions and standard review frequencies include:
- Magazine: Multi-year / biennial review;
- Pride Guide: Annual review;
- Bar Operations: Annual to biennial review;
- Beverage Supply: Annual review; and
- Merchandise: Annual review.
C. Distribution of Opportunities
To promote broad community participation and avoid concentration of risk, no single individual or corporation should be awarded more than one major concession during a production cycle.
4. Frequency of Bidding
Concessions are evaluated annually to maintain flexibility, while recognizing that multi-year investments require reasonable business planning. Exceptional circumstances are required for a first-time bidder to receive a contract exceeding one year.
5. Bid Process and Timetable
A. Public Advertisement
- Each bidding process begins with public notice in suitable community publications and press releases.
- Notices shall specify the concession title, event dates, contact information, price indications (where applicable), closing deadlines, corporate identification, and contract reservations.
B. Bid Packets
Upon request, prospective bidders receive:
- Cover letter;
- Information for Bidders (history and organizational expectations);
- Standardized Bid Form;
- Certificate of Non-Collusive Bidding;
- Submission Checklist; and
- Return instructions and submission address.
C. Receipt and Opening of Bids
Completed bids are submitted to an independent address (such as corporate legal counsel) to maintain process integrity. Following the closing deadline, bids are opened by the Executive Director in the presence of the Treasurer/CFO and a Board member, and formally reported to the Board.
D. Award Criteria
Concessions are evaluated by the Board based upon:
- Offered price and financial return;
- Financial stability of the applicant;
- Ability to fulfill contract obligations;
- Quality of expected service delivery;
- Track record with SF Pride and community involvement;
- Verified references and credit assessments; and
- Membership in regional business associations (e.g., GGBA).
6. Bidder Lists
The organization maintains open, non-exclusive bidder lists for each concession category. Entry onto the list is free and unrestricted, unless the Board determines that inclusion of an entity would be prejudicial to organizational interests.
7. Golden Gate Business Association (GGBA)
SF Pride maintains active engagement with the Golden Gate Business Association (GGBA) and provides notice of business opportunities as they arise.
8. Coordination with Fundraising and Sponsorship
All concession and vendor opportunities must be coordinated with organizational sponsorship agreements to ensure exclusive partner rights are respected.
